What are "normal conditions"?

In the definition of “operability”, what is meant by “… and achieve normal conditions under a fault”? What are the “normal conditions”? Does the author mean something like “normal results”, or “normal outcomes”, or “normal operation”?

This means that if a fault occurs and you can achieve normal condition again, this is operability’s functionality.
