What does it mean different clocks runs at different rates?

How is that possible, 1 sec is 1 sec anywhere on earth, isn’t it?

There is gravitational force and orbital eccentricity which effects the rate of a clock.
For example, if two clocks are in the same place at same height with the same gravity, they will have the same rate. However, if we move one clock to the height of 1 km, their rates would differ.
Hence, different clocks tend to run at different rates. 1 sec would still mean 1 sec but the velocity with which the sec tends to change will be effected very minutely.
