What is the purpose of storing Photo Lat Lng?

In Instagram, what use case is getting filled with storing the Photo Lat, Lng or User Lat, Lng?

Users can take a picture and then upload it on Instagram somewhere else?

UserLatitude and UserLongitude are for user location, while PhotoLatitude and PhotoLongitude post pictures and stories in a perfect frame.
