Aren't heap tables just tables where there is no clustered index? Why should they be in memory and not last after the restart?

One thing is not clear. In question 1 one of correct answers is “Heap tables last in memory till you restart your database.”.
What does it mean, heap tables, as said on one of lessons in Educative, are just the tables which don’t have a clustered index in them, why shouldn’t they last after the restart?
