if we use consistent hashing everywhere then the problem in 1a and 3c will not exist. Is that correct?

That is correct. But why people not always go with Consistent Hashing, is because it is difficult to implement especially in the beginning of the project when you don’t have a good understanding of the scale of the system and then it has a maintenance cost too.
