It seems include relationship is not properly defined in the ticket booking system.

The include relationship has been explained under the “Include” heading. Basically, an include relationship shows that one use case includes the behavior of another use case. The included use case will execute only after the execution of the base use case. We can also say that the base use case requires an included use case in order to be completed.
In simpler terms it only means one use case (the base use case) includes the functionality of another use case (the inclusion use case).
