OK I get it, they are not start and end quote, but end and start quotes. Maybe there should be 2 spaces to make it easier to understand.

It’s from Learn C++ from Scratch -> Pointers & Arrays -> Further Properties of Arrays & Pointers -> Multi-dimensional arrays.

But the source code is revised now, guess you have found it without me.
