Why we have NOT reduced the available capital by the cost of the project?

In this block, we did pop the project which was with in budget;
But we did not subtract it from available capital?

It is mentioned in the question that we add the profit to our initial capital to get the capital for our next project, and the initial capital doesn’t get subtracted.
